Completion and commissioning of the hybrid energy park in Sande
GP JOULE is realising a total of 118 megawatts for Friesen Elektra in Friesland on highly demanding marshland

GP JOULE has commissioned the second construction phase of the hybrid energy park in Sande. After the general contractor for renewable energy had already planned and implemented the neighbouring solar park with approximately 83 megawatts for Friesen Elektra in 2024, the second section with a capacity of 35 megawatts has now been completed.
As with the first plant, this one also encountered steel-aggressive soil, which GP JOULE addressed with specially developed drilling and foundation methods. The new plant will produce an average of about 36,000 megawatt hours of electricity per year, supplying approximately 12,000 households (annual consumption 3,000 kilowatt hours) with CO2-free energy.
On the approximately 35-hectare site on the A29, the new section is seamlessly integrated into the existing wind farm of the hybrid energy park in Sande.
Many challenges mastered
This required planning and construction to be executed with extreme precision. With expertise and experience, the planning team developed an economically optimal system design, considering the cable routing of existing systems, water courses, and the requirements of monument protection.
Despite many challenges, the project and construction management team successfully adhered to the ambitious schedule and commissioned the plant on 6 May 2025. “I am pleased that we were able to execute the second phase on schedule and seamlessly,” says Paola Pignatelli, Project Manager at GP JOULE EPC. “We thank Friesen Elektra for the excellent and trusting collaboration. We also extend our gratitude to our service providers, with whom we have once again worked reliably and efficiently.”

Christoph Cordes, Project Manager for Green Electricity at Friesen Elektra Green Energy AG, praises the cooperation: “We planned, drilled, constructed, and connected to the grid on highly challenging terrain, all while keeping our single vision: maximum output, minimum disruption. Such projects only succeed when the entire process from approval to construction to grid connection is closely coordinated – which was precisely the case here.”
Green power for industry
Max Wedel, CEO of Friesen Elektra Green Energy AG, highlights the project's significance: “With GP JOULE as a robust EPC partner and Salzgitter AG as an industrial client, we've realised the largest PPA-based solar park in Lower Saxony in Sande—on extremely challenging marshland and in harmony with wind energy. This demonstrates: In Germany, we can produce green electricity for industry at a low cost. We must not obstruct this opportunity with bureaucracy and poor market regulations. For those who wish to maintain industrial value creation in Germany, making access to green electricity simpler is imperative.”

Operational management from GP JOULE
Following the completion of construction and successful commissioning, GP JOULE SERVICE will take over the technical management of both plants for the client, Friesen Elektra. This includes monitoring, transparent reporting, maintenance, inspection, and repairs—all conducted by our own service teams.
